The spirit of Hashem upon the prophet to announce good tidings, comfort the brokenhearted, and the everlasting covenant of joy.

The prophet proclaims that the spirit of Hashem is upon him to bring good news to the humble, bind up the brokenhearted, proclaim freedom to captives, and announce the year of Hashem's favor. Mourners in Tzion receive a crown of beauty instead of ashes, oil of gladness instead of mourning, and garments of praise instead of a faint spirit. The people will be recognized as oaks of righteousness and priests of Hashem, rejoicing exceedingly in their salvation.
